REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES

RFQ 2026-2

 

The City of Millington requests qualifications from qualified firms or individuals to provide engineering services as needed for the Oak Park Tennis Court Improvements, funded by the Shelby County Recreational Infrastructure Grant Program. You are invited to submit five (5) copies of a proposal, in accordance with this request, by mail or hand-delivered to:

Description of Services

The Project shall generally consist of demolition of the existing tennis courts and appurtenances, installation of new courts with ADA compliant pedestrian access, lighting improvements and drainage improvements.

The Submission Process

All proposals must be submitted in a sealed envelope and marked with the following language: “RFQ 2026-2 Qualifications for Engineering Services for the Oak Park Tennis Court Improvements.” Proposals will be evaluated on the following factors: Qualifications (40 points), Experience (40 points), and Project Knowledge (20 Points). To be evaluated properly, the following must be addressed in detail:

  • Qualifications –The qualifications of the firm and persons assigned to the project.
  • Experience – The firm’s experience with similar projects. 
  • Project Knowledge – Familiarity with the City of Millington infrastructure and regulatory requirements and with similar funding programs. 

 

The Selection Process

Selection of an Engineer will be based on the criteria established in this Legal advertisement. Engineers should not submit any cost or price information with their proposals. Engineers should submit complete proposals sufficient for final selection of the most qualified engineer. The selected Engineer will provide all engineering services through project closeout in accordance with federal, state, and local laws, regulations, and policies. The scope of work may include, but is not limited to, the following: 

1) Planning services and/or guidance in defining the project

2) Preparation of construction documents

3) Distribution of construction documents for bidding and any required addenda to such documents

4) Assistance with bid opening and preparation of bid tabulation

5) Assistance with the execution of construction contracts

6) Assistance with holding a pre-construction conference

7) Provide construction administration services to include; review/approval of project submittals, review/approval of payment applications, review/approval of change orders, attend regularly scheduled progress meetings with general construction contractor and/or sub-consultants, and of construction observation including periodic reports to the City of Millington

8) Assistance with project closeout documentation. 

 

The final scope of work shall be negotiated at the time of contract execution. The City of Millington will designate a selection committee to evaluate each proposal. The selection committee may hold proposals for a period not to exceed thirty (30) days for the purpose of reviewing the content of the proposals and investigating the qualifications of the engineer or firms and assigned individuals. The City of Millington reserves the right to reject any and/or all proposals. The City of Millington will award a contract with the qualified individual or firm whose proposal has the highest number of cumulative points issued by the selection committee and determined to be the most advantageous to the City of Millington, all factors considered. The contract will include scope and extent of work and other essential requirements. The contract will be on a fixed price basis. The City of Millington has the authority to terminate the selection at any time.

  • Experience – The firm’s experience and the projects previously undertaken, the project activities, and the status of the projects;
  • Project Knowledge – Familiarity with the OWNER’s infrastructure and regulatory requirements of similar funding programs

 

As per 2 CFR 200.320, a non-Federal entity may use competitive proposal procedures for qualifications- based procurement of architectural/engineering (A/E) professional services whereby offeror's qualifications are evaluated and the most qualified offeror is selected, subject to negotiation of fair and reasonable compensation…The non-Federal entity must have a written method for conducting technical evaluations of the proposals received and making selections.

Evaluation Method:

All selection committee members must evaluate all proposals. To  ensure a fair and competitive procurement, a written justification of scores under MIN SCORE ESTABLISHED BY RWA will be required from each member of the selection committee who scores a proposal in this manner. Scores of this type are not typically found in an impartial technical evaluation of qualified professional services providers and can be an indicator of improper procurement practices. Without a written justification accepted by the selection committee, all scores from that committee member will be disqualified to ensure the impartiality of the procurement process. Attach justification to this page if necessary.
