The City of Millington, Tennessee, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consultant engineering firm to provide services to meet the standards of the Americans with Disabilities Act (ADA) Self Evaluation and Transition Plan. The project includes completing a self-evaluation of the City’s programs, buildings, parks, and public right-of-way facilities and preparing a report of deficiencies and needed improvements. Responsibilities of the professional consultant engineering firm include, but are not limited to:

  • Provide field inventory services of the project area
  • Plan and lead Public Involvement process in support of the project
  • Engineering design and planning services
  • Any other services needed to complete the project

The project shall adhere to all applicable Federal and State procedures and regulations. The professional consulting engineering firms and all sub-consultants that wish to be considered must be on TDOT’s list of pre-qualified firms.

Firms may request consideration by submitting a letter of interest along with qualifications to City of Millington, 7930 Nelson Road, Millington, TN 38053. All letters of interest and qualifications must be marked RFQ 2018-3 ADA Transition Plan, and must be received on or before 10:00 a.m. Central Time, March 12, 2018.

The Letter of Interest should include the following:

  • A clearly defined scope of work and project approach.
  • The project team including the engineering consultant and any sub-consultant firm(s) and its designated project manager and all staff who will work on the project.
  • Proposed distribution of tasks among team members.
  • Project timeline including major tasks and milestones.

Sufficient information on qualifications should be attached to the Letter of Interest such that the factors that will be considered in evaluation, listed below, can be properly judged. Include in this information one or more client contacts for each project who can verify any information provided concerning past projects.

Submittals will be reviewed by a Consultant Evaluation Committee, who will make a recommendation to the Board of Mayor and Aldermen. All submitters will be advised when a selection has been made. The factors that will be considered in evaluation of proposals are:

  • Past experience successfully completing ADA Transition Plans and Self Evaluations. (40%)
  • Organization chart, including all team members. (15%)
  • Qualification and availability of staff. (15%)
  • Demonstrated ability to meet schedules without compromising sound engineering practice. (15%)
  • Evaluations on prior projects with TDOT and other clients, if available. (10%)
  • Amount of work under contract with TDOT and City of Millington. (5%)
